NATIONAL METEOROLOGICAL CONGRESS
"METEOROLOGY FOR SUSTAINABLE DEVELOPMENT"
14-16 October 2009, St. Petersburg
National Meteorological Congress on October 14-16, 2009, shall be one of the key events dedicated to the celebration of the 175th anniversary of the Hydrometeorological Service of Russia.
Congress will be a professional forum for researchers, producers and consumers of meteorological information, developers of methods and equipment for meteorological observations and forecasts, manufacturers of measuring equipment and data collection, processing, storage and presentation technologies.
The history of Russian meteorological congresses dates back over a hundred years. The first meteorological congress was held by order of the State Council of the Russian Empire in 1900, and the fifth, the last, Meteorological Congress was held in 1971 in Leningrad. Over the past years, the Hydrometeorological Service of the country underwent major organizational, regulatory and technological changes.
Hydrometeorological activities in the Russian Federation are currently governed by the Federal Law "On Hydrometeorological Service" (of July 19, 1998, ¹ 113-FZ as amended of February 2, 2006, ¹ 21-FZ).
Conditions and trends in the global meteorological community, increased significance of hydrometeorological information in the national security system, increasing requirements for the level of hydrometeorological services provided to economy sectors and population, and development of new country areas condition the need to create and implement a coordinated hydrometeorological activity development policy in the Russian Federation both for the present state and for the near future. In this regard, it is extremely important for the meteorological community of Russia to fully consider the draft “Activity Strategies in the Field of Hydro-Meteorology and Related Fields for the Period till 2030 (with account of climate change)” prepared by the Hydrometeorology and Environmental Monitoring Agency (Roshydromet) following the order of the Government of the Russian Federation. The draft Strategy will be reviewed by the Government of the Russian Federation in December 2009.
Purpose of National Meteorological Congress – to discuss strategies and development priorities of the Hydrometeorological Service of Russia with a view to ensure hydrometeorological safety, improve customer service and develop international cooperation; to issue recommendations on the strategy implementation.
The Strategy sets out main development directions for hydro-meteorological activities in Russia, as well as priority scientific, technological, organizational, technical and regulatory hydrometeorological tasks aimed at ensuring sustainable development of environment status observation system, collection, processing and archiving of hydrometeorological information, preparation of forecasting and reference and regime products for the benefit of the national security and economy, personnel training, exercising of the constitutional right of Russian citizens to obtain reliable information about the state of the environment, and ensuring a respectable leading position of Russia in the international meteorological community.
Discussion Topics at the Congress
The following five topics will be covered by the Congress:
- Basic and applied research in the field of meteorology (physics and chemistry of the atmosphere, dynamics of atmospheric processes and numerical weather forecasting, climate and its changes, active impacts on meteorological processes and phenomena);
- Meteorological observation network and observation data processing;
- Creation of information products in the field of meteorology (forecasting, regime and reference products) based on advanced technologies;
- Service systems (including security systems) for various categories of consumers of meteorological and climate information and assessment of economic efficiency of its application;
- Personnel training, including highly skilled personnel, in the field of meteorology and related disciplines.

On October 15, the Congress will continue its operation in four sections conducted simultaneously during the whole day. On the same day, two round tables will be held. The work conducted as part of the sessions and roundtables will represent a logical continuation of the plenary session - a platform for free discussion, debate on the issues stated in reports, in-depth review and issuing of proposals for future development of the Hydrometeorological Service of Russia.

It is also planned that the Congress will include a discussion of public participation in meteorological activities, including by way of establishing a Russian meteorological society (union) - an independent non-governmental public organization.
